Can't create new file in Adobe Photoshop 2020

What OS are you using?  What happens when you try to create the file?  Do you see any error message?  Have you ever been able to create a file in this version?  If so, try resetting the preferences file: Immediately after launching the program, press Alt+Shift+Ctrl (in Windows). A message should pop up asking if you want to delete the Settings file. Answer OK.
