Can't deactivate Photoshop Elements 9 on old computer

Hi,
I have a valid license for Adobe Photoshop Elements 9 installed on two computers. Unfortunately, one of those computers was destroyed and I no longer have access to it.

Now I'm trying to activate the software on a new computer, but I'm getting a message that the license has reached the maximum number of activations.

Since I can't deactivate it on the broken machine, is there any way Adobe can manually reset the activation or remove the old device from my license?

Adobe Support cannot/will not deactivate your license.  The only possible way that you may be able to activate your legacy program on your new computer is to totally disconnect it from the internet and then activate the program offline using the instructions found in this article.  

 

The link I have given is from Archive.org and it may take several seconds to load.  The original link is broken.  I do not know whether this was intentional (because it no longer works?) or simply a mistake.  I have asked Adobe for a definitive answer but have not yet received one.  In the meantime, if you are willing to try this solution, please let us know if it works for you.   This is an issue that gets raised on this forum on an almost daily basis.
