Can't download PSE 11 [Was Re: Photoshop Elements 11 serial number]

My patience is wearing thin. I have been trying to get Photoshop elements 11 back on my computer for days and I can't. I have downloaded it (I think) but when I click un the license agreement accept button, the window goes away for a second, then pops right back up. Where did the software go in the first place? Why did it all of a sudden stop being on my computer is what I want to know. Why is it impossible to contact Adobe and talk to someone?
