Can't Edit a layer

I am using PSE 2023. I selected a portion of one image, copied it and then pasted it to another image. As expected, a new layer was created onto the second image. I am now trying to resize and otherwise edit the new layer.

 

I thought all I had to do was select the new layer by clicking on the layer I want to edit, and a resize rectangle with handles would show on the combined image. However when I selected the layer I wanted to edit, the only thing that happened was that the selected layer turned blue in the layers panel. However no resizing rectangle appeared; in fact I couldn't see a way to do any editing on the selected layer.

 

I expected this to be simple and even looked in help. This is the procedure it seems to tell me to follow but I must be doing something wrong. Can someone help?

Bob, I think it depends on what tool is selected at the time of the move.  If you select the layer (and it turns blue in the layers panel), just press Ctrl+T and the resize handles will appear.

 

Glenn, as I understand Bob, he is trying to resize the layer that has been copied and pasted.  I don't think that layer would be locked.

Glenn, as I understand Bob, he is trying to resize the layer that has been copied and pasted.  I don't think that layer would be locked.

Ctrl-T did the job. I use Steve Grisetti's PSE 2019 guide and it says that the resize box comes up when I select the layer. I guess that version of his book is out of date. I believe I also looked at the Help page for PSE 2023 and I recall it not saying anything about the ctrl-T but I can't find it now.
