can't get actions to load in elements 15!

I can't get any of my actions to load in elements 15 on a new computer that i'm setting up....i'm not sure if 15 requires me to try something different.   I have too many to use the action palette and even if i did it doesn't categorize them like it normally does if you use the method of going into the program data folder and deleting the metadata file to rebuild elements....all of the actions show up in the file but after the rebuilding process they still don't show up in elements.  I'm at a loss.

    You can check the following threads with similar issue for help:

    Could not load actions because an unexpected end-of-file was encountered.

    If this doesn't help, please check that you have installed application and OS updates.

    Restart your machine and see if it helps.

    What version of windows are you using?

    Each of your actions also has a corresponding .png and metadata.xml files included?

    The metadata.xml file is what tells pse 15 the category the action should go in, so compare your old metadata.xml

    to one from one of the metadata.xml files included in pse 15 and see if the structure is the same.

    You put your actions in the photo effects folder?

    What version of photoshop elements were you using before as sometimes the file structure of the metadata.xml file changes

    and needs to be updated in order to work with newer pse versions.

    in addition to deleting the MediaDatabase.db3 you should also delete the ThumbDatabase.db3 at the same time.
