Can't import a tif - Organizer 22 - what to look at? 0 Media files were skipped becaused they are al

i was able to import 279 tif files,  One file is giving me problems.  so I created a simple test

Here is my simple test. for the test i renamed it test123.tif. i started with a new catalog myTest. i select Import | From file or folder and select test123.tif. i get the message 0 Media files were skipped becaused they are already present in the catalog."

Current Catalog:
Catalog Name: myTest
Catalog Location: C:\ProgramData\Adobe\Elements Organizer\Catalogs\myTest

Operating System Version: 10.0

 

any insight would be appreciated.

Two questions:

1 - Can you open that tiff directly from the editor?

2 - What is the size of the tiff in pixels and in KB?

Thank you for the help.

1. yes I can open it in Photoshop 2022 Editor.  I hadn't tried that as I'm just trying to load Organizer for a friend who replaced a pc and is switching from Photoshop 2016 to 2022.  Photoshop Editor 2022 did give an informational message "This file contains file info data which cannot be read and has been ignored."

2. size Pixel Demensions: 29.9M width 4236 x 2464  Document size: 4.236 x 2.464 res 1000
