Can't import HEIC photos from iphone XR to Elements 23 Organiser on a mac

I have read a similar post in 22 but seemed to be a Windows user not a Mac - I've tried following those instructions and got nowhere.  When I try to import nothing goes across.

I tried importing into a folder on mac first, which worked, but nothing imported from it to Elements.

Please help - I don't really want to have to convert the format of the photos every time to get them across, this seems like it is hard work, for something that is supposed to be easy and relatively intuitive.
