Can't import MP4 "Could not complete your request because it is not the right kind of document"

I'm trying to import an MP4 I took on my Samsung phone. I get this error: "Could not complete your request because it is not the right kind of document" 

 

I was able to import it into Premiere Elements, and edited it slightly and exported it, making sure it was in the H.264 format. The edited file still will not import in Photoshop Elements 2023. 

 

When I look at the list of formats I can import, it only lists image file formats (jpg etc), not video formats. I'm pretty sure Photoshop Elements can import video, no?

Photoshop CC can edit video files in a timeline.  Photoshop Elements cannot.

Thanks for confirming that. Somehow I thought I saw somewhere that Photoshop Elements could handle video. Maybe I was dreaming. I will look elsewhere for a solution.

Yes, an mp4 file can be imported into the Organizer (if that is what you mean). If you edited the file and exported it, the file should have been saved automatically in the Organizer.  So, if you tried to import the file into your Organizer catalog, the import would fail with an error message. However, there is no reason why an mp4 file should not import into the catalog from your Galaxy phone (unless perhaps it is 8k?).  I'm not currently at a computer where I can test that theory but perhaps yon can confirm the properties of the file.  
And how did you try to import the file into the Organizer?  Via Files and Folders or Camera and Card Reader?

If you have Premiere Elements, why are you trying to edit video in Photoshop Elements?

I want to do rotoscoping so I need the video broken down into individual frames that I can draw on. Apparently it does this in Photoshop (my teacher showed us how), but not Photoshop Elements?

No It can't import video.   

you need preimier elements to really do anything with video.   



The Organizer can display videos, but not edit them .

BOTTOM LINE: You can't do anything with video in PSE.

PS I'm using Windows 11 Pro, and yes, I have the Media Feature Pack installed (by default). 

(I didn't see a way to edit my own post so I'm replying to myself.)
