Can't install Photoshop Elements ane Premiere Light room 14

I bought a copy of Photoshop Elements and Premiere Lightroom  14 about a year ago but never installed it. Decided to try the install today and it is failing. It goes through the process if me logging on to my Adobe account, entering my serial number, and hitting install. It starts at 2% and then it says the installation failed. It gives a link to get more details on the errors that occurred. When I click on the link a window pops up in my browser but it's just blank.

When CD installation failed I downloaded the file straight from Adobe with the same issues.

I'm running Windows 10, i7, 32gb ram, 64 bit.

    Don't know why my original post has me listed as John Doe, but I'm logged in now. This is the error i get.

    Please try updating the Adobe Application Manager from following link and then try installing it the usual way:
