Can't Open Files After Last Win10 Update

The last major Windows 10 update was day before yesterday. Since then, I'm getting error messages and can't open a lot of my jpgs. The message says: "Could not complete your request because of a problem parsing the JPEG data."

There have been no changes to anything other than the forced Windows update. I'm using Photoshop Elements 15. How do I get it working again?

Thanks in advance.

Go to this page and follow instructions. It helped me - Error: An integer between 50 and 8 is required | Elements | Windows 10

Solution to the bug created after the Windows 10 (1803) update in the step by step post by ssprengel:

Photoshop Elements 2018 memory problems - unable to edit and save files

Many other posts with different symptoms for the memory issue (on different PSE versions and even with Photoshop CC).
