Can't open jpegs in PSE 11 and 2018

I'm not able to open jpegs in PSE 11 nor 2018. (I downloaded the trial of 2018 thinking that might solve issue.) I got a a message that there was a problem with my clipboard, but I cleared that. And after doing that, I was able to open a few jpegs in 2018. But when I came back to my computer 3 days later, with 2018 still open, I can't open any new jpegs. I don't know what's going on. I've restarted my computer many times. The only thing I've done since this problem started was install a new scanner. I'm very frustrated. I'm on Windows 10.

    Hi,

    I'm afraid that I am going to start with a few questions.

    1) Can you open the JPG with another application like Photos?

    2) If you find the JPG using File Explorer and double click on the file, what application loads?

    3) How are you opening the JPG in the Editor? Open?

    4) Do you get any error message?

    5) Which version of Windows 10 are you on? [Windows start -> Settings -> System -> About scroll down to Windows specification 1709?
