Can't open Photoshop Elements 12

I had to do a factory reset on my computer. I have since reinstalled Photoshop Elements 12. When I start the program I get to the welcome screen, where I'm asked to register by logging in. When I have done that it brings me back to the welcome screen, where I'm asked to register by logging in. Again. And so on and so on. In other words I'm stuck in a loop that doesn't allow me to get into the program.

I have tried unistalling and reinstalling a number of times, and I got some tips from technical support, but nothing helps.

What should I do?
