Can't parse jpegs. Insufficent ram

Elements 14 on a Surface Pro 4, 4 GB RAM

I've been using this set up for several months with no problem and now I can't use it at all.

I have reinstalled Windows and reinstalled Elements.  Security Centre reports no issues.  There 42 GB free on the C drive.

The messages are:

Could not complete the command because there is not enough memory (RAM)     when trying to open a CR2 file

Could not complete your request because of a problem parsing the JPEG data    when trying to open a JPEG

Please help
