Can’t remove a color?

Hello, I've removed a color before and not sure why it's not working this time. I unlocked the background layer, selected black, and clicked remove color through Enhance at the top bar. It's a jpeg and just wondering if there's something I'm missing? Thank you in advance

You are not removing a color.  You are removing the selected pixels to allow transparency (or converting the pixels to transparent, if you prefer).   So, simply press Delete after making your selection.  The background will then become transparent.

If you are trying to remove a black background, try the Magic Eraser tool.

Not sure I understand your question.

'Remove color' does mean that you want to make a black and white photo by removing the color information, it's the same as 'convert to black and white', really in a monochrome pictures based on tones rather than colors.

By the way, black is not a color, just like white or grays. It's the darkest tone in a black and white image, it's the absence of tone and color.

For all intents and purposes, it's a selectable "color". Wasn't looking for trivial lessons on the color spectrum, but thanks for adding that. 
Trying to remove a certain selection of an image so I can put another image behind it to show through in the removed area. The process is different than in cs6 but I've done it before in elements and not sure why it's not letting me do it this time. There are intricate lines that wouldn't be practical to try and remove with eraser to get the desired effect.
