Can't run on this pc

Getting this error message  "This app can't run on your PC.  To find a version for your PC, check with the software publisher"  This is only happening with Photoshop Elements 2021.  I had no problems with Premeir Elements 2021 .  I have updated to the most recent version of Windows 10.  My computer is less than 1 year old   have also tried to install while all antivirus software and firewalls disabled.

 

What do I need to do?

I have still not received an answer on this.  Anyone have an idea on what to do next?
