Can't see Elements 15 on W-10 laptop, everything too tiny

Long-time PS user, installed old Elements on new laptop, everything too tiny to see.  Bought Elements 15 and have the same problem.  Can anyone please tell me how to be able to see PS on my laptop?

    In the pse 15 editor, go to Edit>Preferences>Interface and set the UI Scale Factor to Large - 200% and then restart the pse 15 editor.

    Thanks so much.  I couldn't get to the Interface part so I banged around for a bit.  I'm beginning to think I bought the wrong product.  I bought Premier Elements 15 which might be just for video?  I'm so confused and annoyed.  All I want to do is EDIT PHOTOS.  Do I want Photoshop Elements 15?  Aaaargh.  Thanks for the guidance, I really appreciate it.

    Yes you want photoshop elements 15 for photo editing.

    Premiere elements is for video editing.
