Can't Turn Off Snapping

I don't want any snapping to anything when I resize a layer.

On the View menu, Snap to/Guides and Snap to/Grid are both checked and grayed out.

I set the grid lines to 1 pixels.

However, in some situations, when trying to increase the width of a layer by one pixel, its snaps to the edge of the image.

    What version of photoshop elements and operating system are you using?

    Is the layer a vector layer (shape layer) or pixel layer?

    Generally when your resizing a layer, for example, hold down the Ctrl (Control) key on both mac and windows to keep the transform boundary from snapping to the layer edge.

    That is click on one of the sides of the transform box and then press the Ctrl (Control) key and move the transform bounding box side freely without it snapping to the layer edge.
