Can't uninstall Elements 15 so I can reinstall it.

I have PSE 15 that is having issues with updates. It will not update the camera raw for a new camera I just bought. Says I have corrupt or missing application management files. So, I want to uninstall and reinstall PSE 15 to see if that fixes it. But...PSE 15 doesn't show up in the list of programs installed, therefore I can't uninstall it.  Tried to reinstall but running the installation DVD hoping to overwrite but it failed saying I had to contact Adobe for installation assistance.   Called in they say Adobe no longer supports PSE15 by phone. What a frustrating mess...need help.
