Can't validate PS Elements 13 in Mac 10.14.6 Mojave

I recently did a clean install of everything in my iMac and upgraded to system 10.14.6 Mojave. (Yes, I realize I'm a bit behind the times). Since I have been unable to install or activate my Photoshop Elements 13 program which I have used on this computer for years (although with an earlier version of my OS). I have tried from the beginning several times, from scratch, and it always tells me I am not connected to the internet when I clearly AM connected. I try to get an offline validation and it tells me I need to generate a "response code" which I can't do without a "request code" but there is NOTHING anywhere that tells me how to get a "request code". I have tried everything I can come up with, and my much more computer savvy daughter has also tried to do it. We have given up. Unless there is some sort of simple answer that will make this software work I'm going to surrender and this will simply be the last Adobe product I ever try to use again. If Elements 13 simply isn't compatible with my newer system it would be nice if somewhere along the way the installation process would advise me of this rather than leading me to spend hours trying to make it work. For heavens sake don't anyone post the same instructions that have been posted a thousand times saying to get a response code unless you can also tell me how to get the required request code first. This is a horrible way to be servicing your customers.

If you haven't already done so, take a look at the solutions offered in this article.  Resetting the Hosts file may be a possibility.

Frankly, I don't know what "request code" or "response code" message you are receiving.  Please give us a screenshot without revealing any of your serial numbers.

The solutions in that article did not apply to my isssue.  The request and response codes screens came up while I was trying to install Elements 13.  AFter spending another couple of hours diddling around with it, and opening the various "enter" pages in various browswers, and simply banging on the keyboard in frustration after having entered my information multiple times, it FINALLY let me proceed with installation.  How or why it worked, I do not know.  But now, of course I can't acutally open the program.

It finshed installation and told me that my Elements 13 installation had completed and was "ready to use". I clicked the button to launch and received a new screen telling me I had to  "connect to the internet to validate my serial number". not only have I already entered this numerous times (all while trying to install) I was actually already connected to the internet AND logged into my Adobe account.  When I click the "validate" button it tell ms I am not connected.  When I go to one of the help pages on the Adobe site it has a link to test that I am able to access their servers "if I can see two Adobe logos". I click the link, I can see them just fine.  But it still won't validate my serial numbers (something I never had to do years ago when I intalled this same software in this same computer).

From here most of the hlep pages I find are geared to windows users. The few Mac help I could find had instructions that wantged me to do things I can't find or do on my computer.

Sor reference I'm putting the request and response cods pages below, although I'm past that now and got Elements 13 installed, but siply cannot launch the program now, as apparently having the serial number work to facilitate installing isn't good enough to actually be able to USE the software. If this is going to happen every now and then when I launch the program, I'm out.
