Cannot Activate Device Even Though No Other Devices Are Activated

Hello, hope someone might be able to help.

I have just installed Photoshop Elements 14 on my PC. When I try to use it I get the message displayed that says the serial number is already in use by the maximum number of computers. However, when I check in my account for which devices are activated, none are listed and the message "You have no activated devices" is displayed. This is what I would expect as the software is not installed on any other computer.

 

I have searched for how to fix this, but without success. Has anybody else encountered this situation? Were you able to fix it?

You need to contact Adobe directly. Try to set up a chat session here:

https://helpx.adobe.com/support.html

Scroll down to where is says "Contact Us." Explain to the agent that you do not need help with the software, just activation.
