Cannot activate Photoshop? [Photoshop Elements 2024]

How exactly do I go about using Photoshop, if it tells me, too many devices are activated, but when checking the the account online, there's zero activated devices?

The activated devices information in your Adobe Account only applies to Creative Cloud applications.  It has nothing to do with Elements 2024 or earlier.

Did you purchase the program from Adobe?

I suggest you contact Elements support. You can start a chat session by going to the Contact Adobe Support page.  Make sure you are logged into your Adobe account and try typing Agent when the chat window opens.  If you follow my link it should open automatically.  Otherwise, the chat button should be in the lower right of the Support page.
