Cannot do a tutorial due to not having the bevel and emboss

I am to click on the text two times and it should open bevel and emboss and other settings, etc.

I tried everything and no where can I find this section that opens with bevel and emboss and a 

bunch of other things, more than what's in the layer styles area. I need to find this to do my 

tutorials right, Can anyone show me where it's at in PS Elements 15 please? Thanks
