Cannot download Adobe Photoshop Elements 2019 on new hard drive.

My PC hard drive failed. I installed a new 1 TB HDD, loaded Windows 11, Chrome, Edge, Adobe CC and Adobe Acrobat Reader. I can see my PSE 2019 license when I log into Adobe, but when I try to download it I get an error message that says I need to update my OS, browser and Adobe products. They are all newly downloaded and fully up to date. 

Any suggestions would be appreciated.

Just a guess:

Try installing in Safe Mode?

This message was sent to you by a scammer.  Adobe only uses Adobe.com to send emails.
 
However, it is true that Adobe will not provide support for Elements 2019.

Thank you for that correction.

 

But, my problem is not resolved. I still cannot download PSE 2019 from either the original disks or using the Download key directly in my Adobe account.

Partial update   ---

Because I needed to do some editing, I purchased the 3 year subscription and downloaded PSE 2025. There were absolutely no problems with that download. I did not have to disable Norton or any other products.

I have just sent an email to Adobe Tech to see if I can get help with a download to my Win 10 desktop to use as a backup. When I tried that download, it errored out in the same manner as the Win 11 laptop.

Update - I contacted Adobe Tech Support and was informed that PSE 2019 is no longer supported. See Adobe reply below in bold. I can understand discontinuing support, but I cannot understand how they can invalidate my license.

PSE 2019 is no longer available and supported Adobe and 64-Bit system.
So, we provide you the PSE 2024 license and you are eligible for the discount.

Your situation appears to be different than mine. I do not get a "Learn More" button and the error message I get appears when no download has begun.

If using Opera, try using Chrome.

Thank you for the suggestion. I do not have Opera installed. I tried in both Chrome and Edge.

@mary_2381 I've never heard of that message before.  Can you please show us a screenshot of the message, and tell us at what point in the installation the message appears.

 On windows 11 it happens as soon as I execute the downloaded executable load file from Adobe CC. It also happened when I tried to execute from the originalCD-ROM. I tried a Windows 10 desktop that I have - same result.

Temporarly turn off any firewall or anti-virus software.

Have had similar problem:  Photoshop Elements 14 will not complete installation on my new PC.  I get a message that the driver interferes with Windows Security Memory Integrity.  I have turned off security on my PC, and the firewalls, but get the same result. Can anyone help?
