Cannot initialize PS because of a program error

I've downloaded PSE-2024. The catalog was imported from 2022, but I keep getting a message that says, "Cannot initialize PS because of a program error" 
Running Window-11 on a laptop
Completely flummoxed!

completely uninstall pse 2024- and reinstall it.
