Cannot install Adobe Photoshop Elements 2022 on new PC. Suggestions from Adobe do not work

I have new laptop and can’t install Adobe Photoshop Elements 2022 on it. Help from Adobe does not resolve the problem. It gets to 87% and then ‘The code execution cannot proceed because MSVCR120.dll was not found’

Adobe have informed me that I can’t install Elements 22 as there is only a 3 year usage now and I’ll have to repurchase the app again!

Was your PSE 2022 still activated on your old computer, plus maybe one additional computer?They need to be signed out of or you reach your max of two. Your perpetual license only allows two installs.

Yes I signed out and I was the only one who used it

If you haven’t already done so, you’ll need to download and install both x64 and x86 VCR packages separately. English versions are available here in Microsoft’s Download Center.

The only two things you need are the vcredist_x64.exe and vcredist_x86.exe files.
