Cannot install Elements 15

I upgraded V 15 to V 19, I didn't think it was much different to V 15 so I uninstalled, was refunded, and then tried to re-install V 15, it will no install giving the message 'We've encountered the following issues.  Installer failed to initialize. Please download Adobe Support Advisor' I cannot locate this file) to detect the problem.
