Cannot install Photoshop Elements 15

Below are the error messages I keep getting.  I follow all the steps but nothing has helped.  There seems to be no help for exit code 34.  When I try to contact Adobe, I get stuck in a loop that keeps directing me to forums.

Can anyone help me install Elements 15 correctly?
