Cannot Install Photoshop Elements 15

I've been looking through the online stuff and trying several things - this is on Windows 10 Pro machine with plenty of available hard drive space and the write privileges are good. - every time I try to install PSE15 I get the error

A problem occurred while extracting some files. Check available space on your computer and the write privileges on the destination folder.

I've got admin rights, tried 'run as admin', tried moving the installation folder and every time I try this it FAILS with the error.

I would appreciate your thoughts and/or help on this.

    Follow-up

    I have since tried this install on another Windows 10 Pro computer and gotten the exact same error message.

    I wish I could find some help.
