Cannot install PSE 2019 on a new computer - Error 183

Trying  to install PSE 2019 on a new Thinkpad laptop running Windows 11 Pro with all the latest updates installed and the Adobe Creative Cloud program also installed. The PSE 2019 installations on the other computers have been deactivated.

The attempted installations appeared to progress marginally for a long time before the error message appeared.

After looking at some of the posts in this Community I installed Microsoft Visual C++ Redistributable x86 2013 and then the installation started slowly again and eventually got to maybe 70-80% and then failed.

 

I would like to get this program installed so I've uploaded the install.log file to OneDrive:

I'm hoping someone can look at this and see what's causing the problem.

I don't think anyone will bother looking at the install log-   It's one of the longest I've ever seen.   

"Error 183" when installing an Adobe application usually indicates a problem with permissions, potentially caused by an overly aggressive antivirus program, Windows settings preventing installation, or issues with system access rights, making it difficult for the Adobe installer to write files to the necessary directories on your computer.
