Cannot open photoshop elements

I purchased a download version of Photoshop Elements 2023. Recently I was prompted to log in to use the downloaded software. I try to login with my account and with my serial number. After accepting the information, the screen prompts me to log in again. And then this goes on endlessly. What do I need to do to use the software that I paid for? I am on Windows 11.
