cannot open photoshop elements 2018

I have windows 10.  i have never had Adobe elements installed.  I bought a disc, and loaded the software from the disc.  I also loaded premiere elements and organizer from the disc.  organizer will open but the other two will not.

    Photoshop Elements system requirements

    Can you open it directly from the exe file?

    Is your firewall or antivirus blocking it?

    Is your video driver up to date?
