Cannot resize scanned art to fit greeting card template

I am using Photoshop Elements 2021. I have downloaded templates for greeting card setup that are specifically for Elements from Red River Paper. I have scanned my watercolors on my Epson V600 scanner at 400 DPI at their full size of about 8x10. I will eventually sell prints of them but first I want to do a line of note cards. My problem is when I open the scans in Elements and follow instructions from the templates and also from various videos I've watched, when I use the crop tool to resize the scan to 4x5.25 which is the print area of the front of the card, and then use the move tool to bring it onto the card front template, it is enormous! If I look in the image resize tool, it says it is the correct size. But obviously I am doing something badly wrong. Help??

I was away from my computer and noted that Greg offered suggestions. I went on the Red River Website and familiarized myself with their templates.

When you open a template in PSE, what is the resolution of the template in px/in. You can ascertain this value via Image>Resize>Image size.

Close this template, and then open your scan file. Again, what is the resolution?

You could rotate the painting layer to change the aspect ratio to landscape.  I suspect that the painting will then fit.  And perhaps this is as intended for printing.

As @hatstead mentioned, your aspect ratios won't fit.  The file on the left has a landscape orientation.  The one you are trying to fit into it is a portrait ratio.  You can use the size handles shown in my screenshot to resize the painting layer.  But it will never fit into the space without something being cropped out or blank space showing.

Thank you all, I will rotate it...but I'm sorry, I am cropping it to the size of the card front, I still don't understand why the image is so much bigger than it should be??

Cindy, your screenshot shows that the files are at different zoom magnifications. The one on the left is being displayed at 100%, and the one on the right is at 14.75%.   If you zoom each file to the same magnification, I think you will find that they are the same size images.

I reduced the left side alot and you can see in this photo, the middle part of the artwork is coving the entire template!

Your scan =  8x10"

The target print area =  4x5.25"

The aspect ratios do not coincide!

You will need to crop the scan to make it fit., This may result in information being lost, depending on the picture.

Yes, I am cropping the scan to the correct size using the crop tool and the associated dialog boxes. Then I use the crop tool to select the art area and then select the green ck box to complete. I am getting all the art within the crop area. I am then going to the image size tool and verifying that the size is now 4x5.25. But when I use the move tool to move it onto the front card area of the template, it looks enormous, way larger than it should be.
