Cannot run older PSE on Windows 11, Upgrade to 2024 would not install

After 5 hours of trying to install PSE 2024 (after 2 hours of trying to make PSE 9 work that has faithfully served me since 2010), I gave up. Neither the installer, or cloud app installer, woul install PSE 2024.  The stand alone installer would hang on 2% or 10%, and the cloud app installer would hang on loading home or apps.  I tried everything in the repair guidance.

1/ turn off firewall

2/ try wired instead of wifi

3/ turn off anything antivirus or that intercepts file or internet connections

4/ run the cleaners

5/ start disabling other services

6/ install latest drivers and windows update (or remove 23h2, that I did, that made no difference, and now can't re-install)

and from the internet

7/ repair all vc++ distributables

8/ run sfc and disms

Nothing worked.  And the final recommendation of a clean Windows 11 install... I will just use Gimp in a pinch, or my tombstoned Windows 10 machine with pse 9).

It was disheartening to see I am not the only one with this problem.
