Cannot select layer with move tool. PSE2018

I am running PSE 2018 on macOS 10.12.6.  Everything was okay for a couple of weeks, but now the move tool will not select a different layer.

I have

-restarted PSE

-restarted the computer and PSE

-changed preferences

-tried different psd files

all with the same result.

My work around for the moment is to select the layer from the layer panel, but this is much less convenient then just selecting the layer visually.

Help.

      You need to check- on "Auto select Layer option" present in tools options of Move tool.
