Cannot start Photoshop Elements 14 and Premiere Elements 14

I may have accidentally deleted some Windows Installation files with a Cleaner app. Now I just found out that I can start Photoshop or Premiere. What can I do to rectify this problem and start using Photoshop again?

Try uninstalling via the Windows control panel.

Then download and re-install from the links below and validate with your serial numbers.
