Cannot update Photoshop Elements 11 on Mac Mojave

I had to reinstall PE 11 on my Mac but it insists on installing a Camera Raw update that won't install. Information on this site says to solve this problem by updating the Application Manager, but the link to do that constantly says the server is busy. How do I update the Application Manager or otherwise solve this problem (without buying new software)?

Here's the latest adobe application manager 10.0

Hey Jeff, thanks for the quick reply! I installed the update and was able to open the app but had other issues. I've since learned that PE 11 is not supported in Mojave. I rarely use it and managed to figure out how to do what I needed through a combination of iMovie, TextEdit, and Preview, so for the moment, problem solved. Appreciate your assistance regardless.

What other issues, if you don't mind, are you having with pse 11 on Mojave?
