Cannot use P.Elements 2022 on Mojave. Will registration work on 2021 version?

I'm still using an older system and discovered I cannot use P.Elements 2022. 

If I try to buy it there is a discount of 20% instead for the older P.Elements 2021 it's full price

Why?

What is going to happen if I buy the 2022 version and use the registration on the 2021?

Is it going to work?

The price for pse 2021 is what it is, no discount.  You can't buy a liscense for pse 2022 and use it on any other version.

I dont understand why an older version should cost more: too bad!

It's on it's way out the door. People would buy it, even older versions too, and becaouse "it's a new purchase" Adobe would be expected to provide support for it, that makes zero economic sense  Adobe only provides support for the newest version of pse, and and one version prior.    That's the way most software is now--- you'r not going to see adobe selling PSE 14 just becaouse it was a good solid product--- people don't want to buy "good solid products"-- they want to buy the newest good solid product.
