Cant get my serial number

Hello 

I hope you guys can help me.

I bought Photoshop Elements 2018 and tried to install it but its not working at all.

In the insturction they say that you should go to http://www.adobe.com/go/getserial_de  and type in the code. The Webside is loading for an hour and there is still no picture or anything whre i can type my code in. just 4 pixels loading.
