Cant open Edit photo on my photoshop elements

Hlep please. When I try to open my photoshop element 13 and click on the organizer it opens it but when i try to open the Photo Edit it doesnt. What should I do ?

    As I understand you are not able to use Adobe Photoshop Elements 13.

    Could you please provide the following information so that we can help you out?

    - For how long are you facing this?

    - Could you please give me the exact error?

    - Do you have the Serial numbers for Photoshop  Elements 13 ?
