Catalog or tags missing in PSE 13

I haven't used PSE 13 for some time and possibly not since I changed PCs.   I reinstalled it recently and, after importing my photos, I couldn't find a catalog.   I have a folder named My Catalog in the same location as the photos but PSE doesn't seem to recognize it.   I did a search for a .buc file and didn't find one.   When I imported the photos it found my tags but when I am in PSE I don't find any tags listed except ones that were added when it did a facial recognition routine.   Since I use PSE primarily as a database program and not as an editor this is an issue for me.
