Correct answer hatstead

1. Open the picture file

2. Use the magnetic lasso or the lasso tool to select the item of clothing

3. Set your foreground color chip to the replacement color

4. Go to Edit menu>Fill selection>Foreground color

5. Press CTRL+D to get rid of the selection outline.

You could try using the gradient map which allows you to change any color including black, white and grey. I have a YouTube Video which demonstrates how this works.
