Change text size in organizer toolbar?

Change text size in organizer toolbar? The toolbar is unreadable; the text is too small in APS Elements 2018 Organizer. I can't find an >edit>preferences option to change this. HELP.

This was fixable in the PS Editor part by going to the edit>preferences>UI and cursor>200% option, but did not also apply to Organizer. This is a bug that needs a solution.

Added: This is only a problem on my smaller screen laptop. My desktop wider screen text size is fine.

I have the same issue using WIN10 and Adobe Pho-Elem 6. How can I change the Font SIZE of the menu items. And HOW can I change the Cursur size and Image, please? 

I tried changing the DISPLAY to 125% and that did not help either. Thanks for your help! RR
