Changing date taken of scanned photos

I am currently scanning old negatives and, while I certainly can't remember when every photo was taken, I would like to construct a relative chronology so that they display in the right order in the Elements Organiser (currently Elements 1 running under the latest version of Windows 10).  The approach I've taken is to had the dates of photos around the date of photos where I know the date when they were taken , e.g. birthdays, Christmas, other events.

My scanning software allows me to set a 'date taken', but as I bulk scan all photos end up with the same date and time. While I can then bulk change the dates to spread the these around the known date using Geosetter or Exif Pilot, this still leaves me with photos taken on the same day with the same time. 

Is there any way in Elements or with any other software to incrementally change the date and / or time of a set of photos as it is not practicable to do this individually for each photo - I used to be able to do this relatively quickly and painlessly with defunct Windows Essential Gallery?

Can you be a little more specific about the problem you are trying to solve.  Are you trying to change the display order of images with the same date or is it some other issue?

My primary objective is to create a relative timeline for the scanned photos using the photos 'date taken' - if, as a consequence, that also displays them with the correct time line in Elements that is a plus.  As an example:

I have a film with several photos taken at a birthday party for which I know the exact date and approximate time, while the other photos on the film were taken over several days before and after. I can adjust the birthday photos using either Geosetter or Exif Pilot or even Elements to the same date and time, but to get them to display with the correct chronology I also need to adjust the times - I usually do this by arbitrarily changing the times by 1 minute intervals.  The other photos on the film were also taken on several different days, again I can quickly change the dates for each group of photos with either an arbitrarily date or, as the case on this film as I know they were taken over several weekends, hazard a guess as to the date and sometimes time.  Again in each case I need to adjust the times arbitrarily to get the correct relative chronology.

Ideally, what I am looking for is a program where I can set the date and time of the first photo of a group and for the date / time of subsequent photos in the group to be increased by a fixed amount, i.e. analogous to renaming a file with a sequence number that increases by a defined amount.

I hope that this explains the issue more clearly.

PS I have just found a program that does exactly what I want to do, plus more.  It appears to be a program that is no longer supported or updated by its author as the most recent version is dated 2009.  However, it works under Windows 10.  Its called a 'cardware' program called Exifer v 2.1.5 and can be downloaded from a n umber of sites including Tucows and CNET.
