Changing file types in Elements 13

An attachment of an email I received was a photo with the file type as PNG. This would not open in my Elements 13 so I assume that if I could change the file type to JPEG then it would open. Can I change, edit or alter the file type?

    If you are running Windows you can try opening the png in Paint and saving as a jpg.

    It CAN open a PNG file. It just can't open this particular one because it is damaged or not a PNG at all. Do you have a reason to think it might be a JPG? It happens, certainly. You can just rename it in that case. Can't figure out how? See https://www.thewindowsclub.com/show-file-extensions-in-windows

    Download and install Irfanview (free) at www.irfanview.com.

    Then try to open the picture file at issue in this program and File>save as JPEG.

    You can try to change the file extension and see if it will open.

    It may be a corrupt file.  Does it open in any other program?

    Bob, thank you for your reply. The file isn't corrupt as I can save it (as oposed to opening it in Photoshop Elements 13). After I cliked 'save' I found it in the Windows 8.1 file manager under 'Downloads'. I could open it and print it but I need to change the file name to end with JPEG or the Photoshop will not recognise it. I've looked for a way to change the file name or type but with no success which is why I'm trying to get help.

    Photoshop Elements can open PNG files.
