I have language settings as spanish that i want to change to english in photoshop elements 2018

can anyone give tips to do that?

Changing the language in Photoshop Elements 14 under Windows 10

I am having exactly the same problem as this user. All the help links always point to the solution for a mac, bur the Preferences->General window in the windows version of elements looks different (as shown above)!

The option to change the language does not exist there. Adobe please, there are users who have bought the windows version (propably not a few) and are in the need of help!
