Changing PSE Icon

Windows 10 recently had a major upgrade.  After I finished with it, all my PSE thumbnail views had changed to the PSE icon.  I tried Preferences and other different things, but I can't get the PSE icon back to showing the thumbnail picture.

    Are you referring to the Organizer or to Windows Explorer?

    I'm referring to anyplace a jpg image might appear...in folders, on the desktop, etc.  Additionally, if Photoshop Elements is open and I use it to navigate to a folder where there are jpg images, the images can't be seen.  Only the black and blue program icon is visible.

    This is Photoshop 2018

    Open any folder.

    File > Change folder and search options

    Click the View tab.

    Uncheck Always show icons, not thumbnails.

    Click Apply.
