I suggest you enter "clone stamp program error" in the search box. There are many previous forum posts about this problem. The search results also turn up Photoshop CS, so you might want to click show results for Photoshop Elements.

I looked at a few to see how others have resolved your problem.

In particular, Photoshop Elements 8. "Could not use Clone Stamp Tool because of a program error." Please help.

As a last resort, reinstall PSE9.
