Clone stamp tool, transparency Photoshop Elements 2020 Clone Stamp Tool

When I try to use the stamp tool, a skeletal picture comes up and makes it impossible to use the tool.  The picture is one that I worked on weeks ago.  I opened it and tried to shut everything down that could affect my editing now.

This problem leaves me without the use of the stamp tool.

I am working on a pc with windows 10 and PSE 2020.

Try resetting the tool by clicking on the "hamburger" button at the right of the tool panel.  If that doesn't work, try resetting the preferences file. Go to Edit>Preferences>General tab and click the Reset Preferences on next launch button.
