Color changing

I have set the foreground color to red but when I use the paint bucket to change any chosen selection it delivers a blue insert!

The drawing I am working on is a simple JPEG file.   What am i doing wrong?

    Reset preferences to default, as that may fix it.

    Edit>preferences>general

    Thanks for response - unfortunately thats not the screen I see under Preferences/General.  However you sent me in the right direction which is appreciated, and I did manage to fix the problem. 

    The only issue being that I wish i knew what i did!!

    For older versions of PSE, do the following:

    • Close Photoshop Elements.

    • Press and hold Ctrl Alt Shift (Mac: Cmd Opt Shift) and keep holding these keys as you restart Photoshop Elements.

    • When you get a dialog box that says: Delete the Adobe Photoshop Elements settings file? you can let go of the keyboard keys and click Yes.

    I doubt that this was causally related to anything that you clicked on. The good news that it is fixed.
