Color Swatch Problem for adobe photoshop 13

I'm having a problem with my color swatches. Every color I press for when I try to use the paint bucket turns grey. But when I press the black it stays black. All I can use is grey and black, I uninstalled and reinstalled and it still does it, does anybody know what I have to do to fix this?

    In Editor, go to Image>Mode and make sure that RGB Color is checked.

    Does that fix it?

    In Editor, go to Image>Mode and make sure that RGB Color is checked.

    Does that fix it?
